On September 26, the China Data Asset Management 50+ Forum held a closed-door seminar in Dubai. Experts from universities, industry associations, financial institutions, consulting firms, and other fields engaged in forward-looking discussions on the theme of "Innovation and Opportunities in Asset Digitalization."Mr. Shao Jiadian, Equity Partner at Mankun Law Firm,was invited to attend this closed-door meeting to explore typical application frameworks and practical pathways.
The seminar wasorganized by the Organizing Committee of the China Data Asset Management 50+ Forum,and co-hosted by the Shanghai Data Exchangeand Shanghai Data Development Technology Co., Ltd.Mr. Tang Qifeng, General Manager of the Shanghai Data Exchange, attended and delivered remarks. Mr. Guo Xiaochuan, Secretary-General of the China Data Asset Management 50+ Forum, presided over the meeting.

Currently, the world is undergoing a profound transformation driven by digital technologies. Asset digitalization has become a core driver reshaping the global industrial landscape. By converting physical assets into on-chain digital twins, it significantly enhances asset liquidity, transparency, and operability, promoting the evolution of data from basic resources to core factors of production and strategic assets, thereby injecting new development potential into the global digital economy.
The seminar conducted multi-level discussions focusing on the development and trends of asset digitalization, practices and innovations in asset digitalization, and compliance and cross-border issues related to asset digitalization.
Session Highlights
Mr. Bai Liang, CEO of Zero2IPO Research, provided insights into the forefront and trends of asset digitalization development. He suggested that Hong Kong should build a strategic ecosystem for asset digitalization, connecting China with the global financial system to become a global hub for digital asset innovation and cross-border settlement. Professor Peng Chengxin, Distinguished Professor at Shanghai Jiao Tong University, analyzed the practical models for the valorization of personal data in the United States, Europe, the United Kingdom, Japan, South Korea, and China from a legal perspective. Mr. Pang Yang, Academic Advisor at the Lianhe Financial Digital Economy Institute, introduced progress in the digitalization of new energy assets, stating that asset digitalization achieves deep binding of data and value, serving as an ideal carrier for real-time continuous data. Ms. Zhang Yan, Secretary-General of the Asset Digitalization Special Committee of the Board Secretaries Club of Listed Companies, analyzed industry pain points in asset digitalization and outlined future development trends from the perspectives of ecosystem, technology, scale, and standards.
Mr. Shao Jiadian, Equity Partner at Mankun Law Firm, analyzed three typical structural models of asset digitalization and compared the compliance pathways in major global jurisdictions, including the United States, Hong Kong (China), the European Union, and Dubai.Mr. David Da, Managing Partner at Long An (Dubai) Law Firm, shared Dubai's practices in asset digitalization, covering sectors such as real estate, finance, and commodities.
During the conference, Shanghai Data Development Technology Co., Ltd. launched the Zermes Platform, the world's first on-chain intelligent data asset management platform. Integrating technologies such as blockchain, AI agents, and data spaces, the platform provides functional support for enterprises throughout the process of turning data into resources, products, and assets, continuously empowering the marketization and valorization of enterprise data. Conclusion
In recent years, Dubai has actively promoted the development of digital assets. It has established the Virtual Assets Regulatory Authority (VARA) and boasts a clear regulatory framework, a favorable environment for virtual asset development, an attractive foreign investment climate, and robust digital infrastructure. Consequently, Dubai is poised to become one of the optimal channels for bridging overseas assets with domestic capital.
