On July 29,the 10th session of the Nanshan District (Shenzhen) initiative “Legal Services Safeguarding High-Quality Enterprise Development” and the “Judicial Assistance to Enterprises Lecture Series” — themed “Legal Service Opportunities and Compliance Practices in the New AI and Web3 Tracks” — was successfully held at the Go Global Global Service Center.
The event wasorganized bythe Nanshan District Justice Bureau of Shenzhen,co-organized by the Nanshan District Commerce Bureau, the Nanshan District Law Society, the Go Global Global Service Center, and the Shenzhen Blue Ocean Legal Ascertainment and Commercial Mediation Center, and jointly undertaken by the Nanshan District Lawyers Working Committee of the Shenzhen Lawyers Association, the Shenzhen Association for the Promotion of Listed Technology Enterprises, the Nanshan Sub-center of the Shenzhen Enterprise Overseas Legal Services and Ascertainment Center, and the Nanshan District Foreign-related Legal Service Center of Shenzhen.The event brought together more than 70 senior executives, in-house counsel, cross-border lawyers, and industry experts from within the district. It focused on legal and compliance pain points in emerging sectors such as AI and Web3, established a platform for professional exchange and matchmaking, and injected rule-of-law momentum into the high-quality development of Nanshan’s new economy industries.
Positioned at the Industry Frontier to Precisely Address Enterprise Compliance Needs
At present, new economic sectors such as artificial intelligence, Web3, and blockchain are accelerating their iteration. Enterprises face multidimensional, novel legal challenges in core areas including technology research and development, data circulation, and cross-border operations, spanning contract design and data compliance. In line with national directives on the development and governance of global artificial intelligence, Nanshan District has closely aligned with its local characteristics of a dense technology industry cluster and a concentration of enterprises expanding overseas, and has continuously improved its foreign-related legal service system.
The event commenced with remarks byZheng Fangying, Vice Chairman of the Blue Ocean Legal Ascertainment and Commercial Mediation CenterA special presentation on the functions and services of the Nanshan District Foreign-Related Legal Services Platform. According to the introduction, the platform featuresfive core service modules, achieving full coverage of both online and offline services: first, offline consultation windows covering six major areas including cross-border investment, international trade, and intellectual property, providing free public-interest legal consultation and referral services for small and medium-sized enterprises; second, precise resource matching services, leveraging the Nanshan Legal Services Database and global expert resources to achieve "point-to-point" precise docking by country, industry, and sector; third, legal education and early-warning publicity, creating two branded columns, "Global Legal News" and "Global Legal Services," to regularly disseminate updates on global policies, risk warnings, and real service cases; fourth, a green channel for ascertaining foreign laws, reducing the threshold and costs for enterprises within the jurisdiction to ascertain such laws; and fifth, foreign-related compliance health checks for small and micro enterprises, offering free screening of risks in areas such as export controls, cross-border data transfer, and intellectual property, along with recommendations for rectification.
In addition,the platform also performs diverse functions, including attracting and incubating foreign law firms, facilitating corporate legal counsel exchanges, and enhancing the capabilities of foreign-related legal talent, adopting a Chamber()model of shared office space to attract overseas law firms to establish a presence, building a "Corporate Legal Counsel Home" and an industry liaison mechanism, collaborating with universities to cultivate foreign-related rule-of-law talent, and working with law firms, arbitration institutions, chambers of commerce and industry associations, and university think tanks to construct a complete ecosystem for foreign-related legal services.
In-depth insights sharing: Deconstructing compliance pathways in two major sectors
The event invited two senior industry experts to deliver thematic presentations on the two frontier sectors of Web3 and AI, respectively. Combining global regulatory trends with local practical experience, they systematically deconstructed compliance pathways for enterprises.
First,Liu Honglin, Founder and Managing Partner of Mankun Law Firmdelivered a presentation titled "Legal Service Opportunities and Compliance Practices in the New Web3 Sector." He stated that enterprises entering the Web3 sector must strictly adhere to domestic regulatory red lines, while simultaneously expanding into overseas markets through compliant structural design. He systematically introduced a legal service framework covering the entire lifecycle of Web3 enterprises going global, encompassing global corporate jurisdiction selection, equity structure establishment, license applications, compliance and risk management, investment and financing services, dispute resolution, and recovery of losses related to digital assets, thereby providing clear practical guidance for enterprises’ compliant entry into new sectors.
Subsequently,Chen Huan, Founder of Guangdong Kesi Law Firm,delivered a themed presentation titled “New Legal Opportunities and Compliance Practices in the Era of AI Technological Development,” proposing the core vision of “ensuring AI adheres to human rule of law.” He pointed out that the rapid iteration of AI technology is reshaping the paradigm of legal services—shifting from traditional ex post legal advice and contract review toward participation in product definition and embedding into business processes for full-lifecycle governance. The industry urgently needs “Legal FDE (Frontline Deployment Engineer)” talent who possess technical expertise and can implement practical solutions.
During the presentation, Chen Huan systematically deconstructed five core legal propositions for the industrial implementation of AI:First, data compliance, clarifying the boundaries of data authorization across training, fine-tuning, retrieval-augmented generation (RAG), and evaluation stages, as well as the rules for the protection and cross-border data transfer of personal information and trade secrets;() Second, intellectual property, covering copyright risks and open-source license compatibility issues across the entire chain from input training and model distillation to output content; third, content safety, constructing a multi-dimensional collaborative content governance mechanism spanning models, products, and operations to balance security and user experience; fourth, launch compliance, encompassing multi-level access requirements such as entity qualifications, algorithm filing, and security assessments; and fifth, liability determination, clarifying the allocation of principal liability and dispute resolution pathways for autonomous actions performed by AI agents.
He also shared actionable compliance system construction plans, aligned with the full lifecycle of AI enterprises—including R&D and training, product launch, commercial growth, and dispute handling—providing professional pathways for enterprises to balance technological innovation with risk prevention and control.
Roundtable dialogue: exchanging ideas and jointly discussing strategies for legal counsel across various sectors.
The event also featured a roundtable discussion, where five panelists from law firms, the artificial intelligence industry association, legal services groups, and technology companies engaged in an in-depth dialogue on the theme "How Corporate Legal Counsel Can Address Compliance Challenges in the New Economy in the Era of AI and Web3."
