Tool outputs are not final legal conclusions
Document verification addresses questions of document and identity matching, while on-chain tools flag address associations and risk indicators. Neither necessarily knows the client's contracts, counterparties, and reasonable commercial rationale, nor can either explain conflicting evidence on the platform's behalf. False positives, insufficient data coverage, and delayed updates to address labeling should all have manual handling pathways; a single score cannot simply determine all freezes or reports.
Write the outsourcing scope as a responsibility map
The UK FCA's guidance on crypto business applications requires explaining how third-party tools are used in operational processes, as well as outsourcing and money laundering reporting officer arrangements. This specific example shows that regulators focus on who can turn results into action, not on the number of vendors. Contracts should specify data sources, service quality, incident notification, access to materials, audit, and exit arrangements; which roles must remain local or be assumed by the company itself must be verified against local requirements.
Vendor replacement is also a real cost: if investigation records, evidence attachments, and rule settings cannot be exported, the platform may lose the ability to explain historical decisions after the contract ends. During selection, require a demonstration of the export and reconstruction process using a set of anonymized test data, and verify access permissions, retention arrangements, and fees. For major failures, do not merely agree on compensation amounts; also agree on notification recipients, recovery assistance, and methods for retrieving materials, so that business teams do not discover at service shutdown that they only have a sales contact.
Hypothetical scenario: the vendor raises an alert—who has authority to suspend transactions
Assume an on-chain service provider flags a payment as high-risk, sales considers the client important, but the technical department has already automatically released the funds. If no one has the authority to suspend and organize a review, buying the tool still provides no effective control. A reasonable arrangement could be: operations collects materials, compliance forms recommendations, authorized personnel make the decision and record the reasons; where a statutory report must be submitted, the responsible person and confidentiality scope are determined separately under law.
Small teams should control scope, not just buy templates
Initially, external professionals can supplement experience, but internally it must be clear who supervises their work, who handles urgent matters, and how continuity is maintained after departure or service shutdown. The budget should include, in addition to service fees, investigation time, training, rule tuning, and independent checks. Transactions already approved and rejected can be periodically sampled to test whether anomalies were missed or over-blocking occurred. As the business expands, processing capacity should be increased accordingly, rather than letting alerts queue for long periods.
Action recommendations
- Map the responsibilities of vendors, internal owners, and final decision-makers into a table and have it signed and acknowledged.
- Require explanations of risk labels, incident response, data export, and exit plans.
- Test: Can the platform continue to lawfully process business if a vendor ceases service or a key responsible person is absent?
