9 月 29 日,美国参议院就 CLARITY 法案的程序性投票未达60 票门槛。这意味着市场结构立法在 2026 年内基本落空,甚至可能延宕至 2029 年。消息公布后,比特币应声下跌。

但真正的问题已经不是「国会何时给规则」,而是:当立法缺位,SEC 自行构建的监管框架能撑多久?

与此同时,AI 侧的另一条线同样在加速。美国至今没有联邦层面的 AI 立法,各州各自填空白;欧盟 AI 法案的高风险义务在 2026 年 8 月生效;中国则在 7 月落地了全球首个将 AI 智能体作为独立类别监管的框架,划分出人类主导、用户授权、完全自主三个层级。

这两条线正在交汇。Visa、Mastercard 与蚂蚁集团已就「Know Your Agent」标准达成共识;币安的 Agent OS 允许 ChatGPT、Claude Code 等工具在用户授权范围内下单;链上代理转账中金额超过 1 美元的占比,已从 2025 年初的约 49% 升至 2026 年初的约 95%——测试正在变成真实交易。

我们想聊的不是概念,而是这几个具体问题:

After the CLARITY Vote Failed: The Investment & Technology Reality in AI & Web3

One live panel. Two questions that won't go away: can the rules still be trusted, and where is the money actually going? We brought in a former U.S. SEC special counsel, Ripple's data-science lead, and two Silicon Valley investors to talk about what's really happening.

On September 29, the U.S. Senate's cloture vote on the CLARITY Act fell short of the 60 votes needed. Market-structure legislation is now effectively dead for 2026 — and possibly until 2029. Bitcoin dropped on the news.

But the real question is no longer "when will Congress give us rules." It's this: with legislation absent, how durable is the regime the SEC has been building on its own?

Meanwhile, the AI track is accelerating just as fast. The U.S. still has no federal AI law — states are filling the gap. Europe's AI Act turns on high-risk obligations in August 2026. And China, effective July 2026, became the first to regulate AI agents as a distinct category, with three tiers: human-only, user-approval, and fully autonomous.

These two tracks are now colliding. Visa, Mastercard, and Ant have agreed on shared "Know Your Agent" standards. Binance's Agent OS lets tools like ChatGPT and Claude Code place orders under user limits. And the share of agent transfers worth more than a dollar climbed from roughly 49% in early 2025 to about 95% by early 2026 — testing is giving way to real transfers.

We're not here to discuss buzzwords. We're here for these questions:

• With CLARITY dead, do the SEC's rules survive one election — or three?

• Stablecoins are the one use case with real volume and real law. Where do they go next?

• Is Physical AI capital funding real deployments, or demos?

• Can an agent safely hold a wallet and transact on-chain? And when it goes wrong, who's liable?

• Is RWA the actual bridge between TradFi and crypto — or still a pilot?
